Can it find a device that is switched off?
No. The device must be powered on, nearby and broadcasting a compatible Bluetooth signal. Detection varies by device and state.
Is this a GPS tracking service?
No. It uses nearby Bluetooth signals rather than remote GPS tracking. Apple lists it as Bluetooth Device Finder - Pod; Google Play lists it as Bluetooth Device Finder - Aura.
